露水河与寻水者</strong></p><p>露水河镇位于吉林省抚松县东北部,前身为露水河林业局驻地,后逐步发展为城镇。856平方公里的镇域内,国道与高速在此交会,还有铁路过境,设露水河火车站。</p><p>尽管距离长白山景区集散地仅40分钟车程,且坐拥红松、白桦交织的原始森林秘境,社交媒体上的露水河却有个特别标签&mdash;&mdash;对旅游开发保持克制的小镇,&ldquo;原始、安静&rdquo;。</p><p>小镇规模不大,一条主街贯穿东西,每逢假期,这条街便成了人气最旺的聚集地。问起本地餐饮特色,爽朗的王檬茁笑着总结&ldquo;盘子大,分量足&rdquo;。镇上娱乐消遣的去处不多,但自从农夫山泉入驻,商场餐饮店多了许多穿红色工装的身影,倒添了几分烟火气。</p><p>见过都市繁华的王檬茁,为何选择回来?故事得从二十多年前,那个叫方强的人踏足抚松说起。</p><p>方强是1997年加入农夫山泉的老员工。千岛湖畔的新安江朱家埠水厂刚建时只有3个人,他就是其中之一。开过铲车、当过保安、做过操作工,他几乎干遍了厂里的基础活。</p><p><img 1997年农夫山泉第一款产品(4L天然水)出厂,方强(居中)和同事一起合影留念</p><p>随着公司走出千岛湖、寻找更多天然水源,他开始加入&ldquo;找水&rdquo;行列,先后于2003年、2004年找到丹江口和万绿湖水源地。2008年在峨眉山厂区当厂长时,领导看他&ldquo;管理一般般,但上山的潜质很好&rdquo;,便调他专职寻水。</p><p>也是在那一年,方强接到去长白山寻找优质水源的任务,来到了露水河镇。当时露水河的伐木业仍然红火,百姓日子却过得不温不火。厂区附近是坑洼的泥巴路,车辆常陷其中,&ldquo;一下雪啊,那些房子显得特别低矮&rdquo;。</p><p>这次寻水并不顺利。方强一行人在林子里跑了三四个月,听到哪里有好水的消息便去看,再找政府部门的资料对比,却总没收获。</p><p>直到一个秋日午后,他碰到打猎的林业工人,对方叼着烟说,马鹿沟那边有个半截河,就在清水河边上。方强顺着指引找去,被眼前的景象惊住&mdash;&mdash;泉水汩汩涌出,汇成一条河。他赶紧取样品尝,口感清甜、甘冽,好水!</p><p>在农夫山泉工作28年,方强练就了一门近乎邪门的特殊本领:只需轻抿一口,便能尝出水质的差异。但他总说&ldquo;真的没那么神奇,天赋是你经验的积累&rdquo;。</p><p>为了满足农夫山泉对水源的苛刻要求,这些年来,方强走遍了中国的名山大川,其中绝大多数是无人区。比如在长白山夏天,他必须全副武装,包裹严实,头戴养蜂帽,颈缠防护胶带,以抵御可能致命的蜱虫袭击;冬天,则深一脚浅一脚踏进深可及腰的雪地,&ldquo;雪埋到(大腿)哪儿,看你运气&rdquo;。</p><p>惊险时刻也不少:在武陵山脉考察时曾不慎翻车;在西藏林芝偶遇过野熊;在太白山遇到山体塌方,差点被砸&hellip;&hellip;</p><p><img left;">▲方强上山找水时的装扮</p><p>这一回在露水河,天赋和经验再次眷顾了他。经检测,这是难得的偏硅酸型低钠淡矿泉,矿物质均衡;还是玄武岩裂隙自涌泉,水温常年保持7℃,冬季也不结冰。&zwnj;&zwnj;后来它被命名为&ldquo;莫涯泉&rdquo;,成为农夫山泉所有水源地中一处珍稀的自涌泉,先后带动抚松当地三千多人就业。</p><p>其实,方强&ldquo;找水&rdquo;的背后,是农夫山泉一整套完整严谨的检测体系&mdash;&mdash;每个候选水源都需要经过140余项指标筛查,涵盖矿物质、重金属、有机物等,一样都不能漏。</p><p>从千岛湖出发,农夫山泉秉持&ldquo;水源地建厂、水源地灌装&rdquo;,二十多年在全国建了15大水源地,从千岛湖到念青唐古拉山,每个水源地都是新的起点。&ldquo;还有更多没公布的等待揭晓。&rdquo;方强笑着说。</p><p><br></p><p><strong>2 &ldquo;回流东北&rdquo;</strong></p><p>王檬茁的回乡决定其实源于母亲张立芳&mdash;&mdash;一个典型的&ldquo;林二代&rdquo;,其父亲与丈夫都曾是露水河林业局的职工,两代人的青春都与斧锯声相伴。</p><p>2000年前后,国家启动天然林保护工程,林业从以木材生产为主转向以生态建设为主,露水河迎来巨变。据媒体报道,当时因木材产量调减,抚松县松江河林业局下属二十多家公司和工厂面临整改,许多工人不得不外出寻找就业机会。2015年,国家全面停止了天然林商业性采伐,当地人口外流加剧。</p><p>张立芳说,过去十余年走了许多人,原来丈夫和发小每周都聚会吃烧烤,后来发小们都陆续离开了,四散在全国各地。</p><p><img 2017年,王檬茁和妈妈一块参观农夫山泉抚松工厂</p><p>同一时间,距离抚松十公里的靖宇县正积极寻求产业转型,他们希望将自己&ldquo;矿泉城&rdquo;的名声打出去。一年前,市水务局与某企业合作建厂,却迟迟等不来订单。</p><p>&ldquo;后来才知道,是理念不契合。&rdquo;当时在长白山天然矿泉水靖宇水源保护区管理局工作的吴世利告诉笔者,他们拿着长白山的优质矿泉水到处送检,研究怎么能把&ldquo;好水&rdquo;的指标量化。</p><p>而当时正考虑走出千岛湖的农夫山泉对好水源有着天然的渴望,双方一拍即合。2001年底,农夫山泉在靖宇县建立了其在浙江省外也是在东北的第一家工厂。</p><p>今年36岁的胡洪嘉是跟着农夫山泉靖宇工厂成长起来的。</p><p>19岁,他进入物流公司做小工,第一次接触农夫山泉业务,负责车辆调拨;如今,他创立了自己的物流公司,已拥有四五十台车,负责农夫山泉在东北三省的桶装水运输、厂间短驳及全国原物料调拨。他中学因调皮而被退学,种过人参、刷过盘子、打过零工。&ldquo;你要赶年头不好,人参烂了&rdquo;,他说,这里旅游业也不发达,年轻人很难留下来。</p><p>这或许是青年返乡回流面临的普遍结构性困境:产业基础薄弱、就业机会稀缺、发展空间受限。</p><p><img left;">▲胡洪嘉站在自己物流公司新购入的卡车上</p><p>2012年,在寻得珍稀水源莫涯泉后,农夫山泉抚松工厂开工建设,当年完成投资4.8亿元,成为拉动抚松县投资增长的主力军。2014年,张立芳便看到抚松工厂的招聘信息,立即推荐女儿应聘。</p><p>2014年也是长白山区域矿泉水发展布局的关键年份。</p><p>当年9月,《长白山区域矿泉水资源保护与开发利用规划》编制工作领导小组工作会议召开,部署安排规划编制工作。农夫山泉吉林长白山有限公司作为企业代表曾多次参加相关讨论会议。</p><p>这一规划作为吉林省推进矿泉水产业发展的根本指针和行动纲领,明确到2020年将长白山区域初步打造成全国重要的矿泉水生产基地和知名品牌集聚区。</p><p>同一时期在隔壁靖宇县,农夫山泉总投资4.6亿元的四期工程正在加紧建设,新增产能80万吨,预计建成后,农夫山泉吉林长白山靖宇生产基地将成为当时亚洲最大的矿泉水厂。</p><p>这些信息都吸引着王檬茁,对她来说,回乡确实是一个选项,&ldquo;要么是把父母接到跟前,要么是回到父母身边&rdquo;。彼时,她正被北京高昂的房价压得喘不过气,&ldquo;只要想到要攒钱买房,逛街都没了兴致&rdquo;。</p><p>最终,王檬茁回到了露水河镇。如今她是农夫山泉抚松工厂的人事科长。留下的理由很多,最重要的是农夫山泉提供了不逊于大城市的平台与机遇。&ldquo;虽然我们在小乡镇,但管理方式不逊于北上广深&rdquo;,她常对回流员工强调,须保持与一线城市同等的工作标准与态度。</p><p><img left;">▲农夫山泉抚松工厂水源地周边</p><p>同样因农夫山泉吸引而来的,还有周边的包装、物流企业。长春市永恒包装有限公司2016年首次与农夫山泉合作,5年后,该公司便在距抚松工厂约90公里的松江河镇新建包材工厂,承接其当地订单。</p><p>永恒包装创始人李裕恒对在抚松设厂信心满满。&ldquo;农夫山泉抚松工厂生产的产品比较特别,其中的母婴水、长白雪都是供全国的,因而在包装材料上要求更高,未来肯定有需求。&rdquo;选址松江河镇,是因这里靠近机场、高铁站,便于全国发货,且与农夫山泉在白山市的四个生产基地距离相当,方便物流调配。</p><p>目前该新厂约90%订单来自农夫山泉,&ldquo;今年农夫山泉饮料线增长快,水线也上来了。&rdquo;李裕恒说。2016年双方初合作时,永恒包装产值仅8000万,2021年已达2.5亿。</p><p>2023年,农夫山泉税收全面超越松江河水力发电有限公司,成为抚松县第一纳税大户,实现税收1.8亿元。国家税务总局白山市税务局主要领导曾表示,作为重点税源企业,农夫山泉吉林长白山有限公司为县域经济发展作出了巨大贡献。</p><p>《长白山区域矿泉水资源保护与开发利用规划(2021-2025年)》则显示,自2014-2020年规划实施以来,农夫山泉等一批实力雄厚的企业先后在抚松等地投资建厂,带动了矿泉水生产企业数量增加,产能提升,行业集中度进一步提高。</p><p><br></p><p><strong>3 &ldquo;投资50亿,配套30亿&rdquo;的背后</strong></p><p>一滴水,可以滋润一片土地;一个理念,能够激活一方经济。</p><p>类似的地方产业带动效应,在千岛湖畔出现得更早。</p><p>与白雪皑皑的东北露水河不同,浙江千岛湖常年群山叠翠、碧水环抱,清朝画家蔡珮曾用&ldquo;遥望茶园近,寒烟淡远村&rdquo;勾勒它的意境。</p><p>1996年,农夫山泉董事长钟睒睒本是为收购建德一处五加皮酒厂而来,却被新安江清澈的水质吸引。</p><p>他认定优质天然水资源的价值,就此决定投身瓶装饮用水事业。很快,他注册了&ldquo;新安江养生堂饮用水公司&rdquo;,第一个生产基地在千岛湖畔(新安江蓄水后形成千岛湖)动工,农夫山泉就此诞生。</p><p><img 位于千岛湖畔的农夫山泉茶园工厂</p><p>此后农夫山泉陆续在建德投资五个厂区,投产42条生产线,累计产值约500亿元。2024年,总投资50亿元六期项目签约落地,建德市政府为此配套投入30亿元,用于基础设施建设。</p><p>&ldquo;(30亿元配套)没有压力是不可能的&rdquo;,建德市经济和信息化局党组成员、总工程师乐骏坦言,但过往的经验告诉他们,农夫山泉项目带来的不仅是可观的税收,更会吸引上下游配套企业集聚,创造数千就业岗位,引来人才落户,带动整条产业链的升级。</p><p>&ldquo;我们需要一个载体,将绿水青山转换为金山银山,从农夫山泉1996年落地建德到现在三十年间的实践来看,农夫山泉就是好的转换载体&rdquo;,乐骏说。</p><p>农夫山泉带动升级当地产业链的案例俯拾皆是。金华市佳怡包装有限公司的罗大良,2019年与农夫山泉合作时还是行业里的&ldquo;小透明&rdquo;,对业内一些先进的技术及标准也不甚了解。</p><p>&ldquo;什么叫达因值?我们听都没听过,只有农夫会提这些要求&rdquo;,他回忆。这是衡量包装材料表面能的关键参数,代表膜和纸张之间的黏附性。一般来说,达因值越高,则黏附性能越强。但当时没有客户提出这类要求,大家根本不测,甚至无人知晓。</p><p>&ldquo;目前膜表面能标准是32达因,你能不能达到34?确保34的情况下,你能不能达到36?&rdquo;农夫山泉的包材研发人员对他提出了要求。</p><p>在农夫山泉推动下,他们与合作方反复试验,最终突破技术瓶颈,通过覆膜创新与胶水改进成功达标,&ldquo;现在36的标准我们也能达到&rdquo;。销量上去后,公司不仅敢招人,还有了和供应商议价的底气。</p><p>在物流领域,农夫山泉给当地带来的改变则更有温度。</p><p>47岁的任宏宇开了八年多的平板卡车,常年往返于江西与浙江之间。采访当日,他刚在新安江工业园卸下农资,正准备装运农夫山泉产品返回九江。他将车停放在农夫山泉梅坪工厂附近的&ldquo;司机之家&rdquo;停车场,吃饭洗澡休息,静待叫号。</p><p>&ldquo;这么热的天气,我们一做事就搞得满身的汗,有洗澡间可以冲一下,很好&rdquo;,任宏宇说,这个司机之家颇受欢迎,在这里不仅能休息、吃饭,还能修车。</p><p>这得益于农夫山泉的数字化建设。2024年下半年,农夫山泉实现全国运单数字化结算。这大大提高了承运商的结算效率。&ldquo;今天核完,明天开票,最快当天就能到账,通常两三天完成全流程。&rdquo;杭州泉韵物流有限公司总经理王义乐称。</p><p>而在工厂运行的线上叫号系统,让司机可以在附近三公里内签到,减少了线下排队之苦。&ldquo;我们可以安心休息,等通知再进厂装货,不用像以前那样困在驾驶室里一点点挪。&rdquo;</p><p>据梅坪村党总支书记李叶锴介绍,&ldquo;司机之家&rdquo;由梅坪村村集体投资300万元建设,如今平均每年创收六七十万元,提供了近20个就业岗位,可谓是多方共赢的项目。</p><p><img &ldquo;司机之家&rdquo;收费优惠,货车24小时仅需10元,可多次进出</p><p>在靖宇,胡洪嘉最大的感受是县城的路变好了。2015年,靖宇至松江河段高速公路正式通车。&ldquo;一到农夫(工厂)门口,路都更宽了,因为这边装车量大,每天来发货的大货车特别多。&rdquo;</p><p>回想世纪之初,为了引进农夫山泉通水通路通电,吴世利说,县里是全力以赴。&ldquo;当时其实没有想到(农夫山泉)后来做那么大。&rdquo;如今,如同汩汩流出的错草泉水,这座工厂也不断给当地提供稳定、持续上升的税收收入,成果远超政府当年预期。</p><p>产业勃兴,生活配套日益完善,家乡的这些变化持续释放&ldquo;磁场效应&rdquo;,吸引越来越多像王檬茁一样的年轻人回流故土,在熟悉的土地上寻觅机遇、实现人生价值。</p><p>在农夫山泉黄山水源地,工厂行政科科长李姣上任之初最担心的是招不到人,带头在高速公路发传单、去社区贴海报&hellip;&hellip;没想到很多家长替孩子来电咨询,&ldquo;他们希望孩子回来,只是苦于家乡没有好机会&rdquo;。</p><p>黄山工厂最后招到了近七成本地人,一半以上是&ldquo;返乡青年&rdquo;。&ldquo;最核心的是待遇不比外面差&rdquo;,李姣自己便是从浙江宁波回流家乡,她认为农夫山泉的薪酬体系使员工在黄山这类工业薄弱地区,仍能获得与一线城市差距不大的收入。</p><p><img
